From 23 September to 18 October, International Telecommunication Union (ITV) convened its once-every-four-years annual meeting of delegates with full powers in Marrakech, Morocco. Participants from 156 countries and 27 international organizations attended the meeting. The Information Industry Minister Wu Jizhuan headed the Chinese delegation. The meeting deliberated on the ITU quadrennial strategy, financial and operational plan, revised the ITU Organizational Statutes and discussed issues related to the summit. The meeting was accompanied by the election of ITU Governing Council members and its secretary-general. China was re-elected as a member of the Governing Council. Minister Wu in his statement called on countries to bolster their cooperation, forge partnerships and develop a sound and stable telecom network worldwide.

Ongoing economic globalization and rapid advancements in science and technology have generated unprecedented technological conditions for global economic and social development in the new century. In particular, the development of information and communications technologies has been making tremendous impact on our economic, social and cultural life. On the one hand, informationization presents valuable "digital opportunities" for economic growth and social progress. On the other hand, it presents various challenges. Many countries are pushing the development of infocom technologies and the information industry in an effort to accelerate national informatization processes.
However, the development of infocom technology worldwide is seriously unbalanced. The information technology gap between the rich and the poor is widening instead of narrowing, putting developing countries in a less advantageous position This will inevitably further aggravate the social and economic disparity between the North and the South. Narrowing and ultimately eliminating the "digital divide" is a major issue to be addressed in the process of building an information society. Otherwise, we would not be able to attain the goal of sustainable, sound and coordinated development of the global information society.
